低碳规划是低碳城市建设的第一步，也是最重要的一步。低碳城市规划的首要问题是，确立合理的低碳发展目标，碳排放与城市的发展阶段密切相关，我国多数城市仍适合把降低碳强度作为总体目标，而少数发达城市可以采用总量控制目标。其次是明确重点领域，低碳城市规划应着重关注空间布局、产业、建筑、交通和基础设施五大领域。再次是建立适当的保障机制，要通过目标考核机制、市场机制和舆论引导，保证低碳规划的实施。 |
| 英文摘要： |
Lowcarbon planning is the first and most important step for construction of lowcarbon cities. For lowcarbon planning, there are several issues that should be paid more attention. The first one is the establishment of low carbon goals. As carbon emissions are related to the development phase of cities, less developed cities in China should focus on decreasing their carbon density; while more developed cities should focus on decreasing their gross carbon emissions. The second issue concerns those key areas that constituent the main parts of lowcarbon planning, such as urban space layout, industries, buildings, transportation and infrastructure. The last but not the least important is to establish the mechanisms, which ensure the implementation of low carbon planning, including evaluation mechanisms, market mechanisms and public participation.
